New science, technology and changing consumer preferences has seen changes to the types of skills required by the pulp and paper industry. In particular, the industry is increasingly moving towards bioenergy and biomass opportunities. It is also developing its capabilities to offer innovative alternatives to packaging and other products through recovered paper and de-inking processes. This will be the first time the training package will be fully reviewed to reflect changes in job requirements and specialisations since 2011.
  • A full review will ensure that qualifications, skill sets and units of competency:
  • are reflective of current industry needs,
  • represent changes to industry policy, and
  • include updated technology and manufacturing processes for emerging skills in areas such as biomanufacturing, paper recovery and de-inking, and the evolution of industry job roles.
The Australian Industry Skills Committee (AISC) approved this project, out of the 2020 Annual Update to the IRC Skills Forecast (see page 19).The Pulp and Paper Manufacturing Industry Reference Committee (IRC) will oversee this project as part of their responsibility to support engagement with the sector, and to ensure the project meets industry stakeholder needs.Skills Impact and ForestWorks will manage this project, consistent with the 2012 Standards for Training Package Development.Download Project Proposal (see page 19)

Pulp and paper manufacturing is an essential industry, providing vital products to households, offices, hospitals, food outlets and public buildings. The need for a skilled pulp and paper workforce in Australia has been reinforced by the COVID-19 pandemic, which saw record demand for products such as toilet paper, tissues, medical, sanitary and packaging products. Job roles and the type of products being manufactured have evolved over the past decade, as a result of new science, technology and consumer preferences. This project will undertake a full review of the qualifications, skill sets and units of competency that make up the PPM Pulp & Paper Manufacturing Industry Training Package so they reflect current job roles, new technologies and processes and the current regulatory environment.
Sustainability is a key priority in the industry, with more re-use and recycling taking part in the production process. The industry is increasingly moving towards bioenergy and biomass opportunities, to extract maximum value from materials, reduce costs and largely eliminate waste. Opal Australian Paper and Visy are two examples of mills using biomass energy for their operations. Norske Skog has begun the production of Cyrene, which converts radiata pine sawdust to a green biosolvent. Developments in biomanufacturing are opening opportunities for new products and markets and creating new skills requirements.Pulp and paper packaging products offer sustainable alternatives to other types of packaging and the science and technology in this area is expanding. The future is exciting, with developments in biodegradable packaging for liquids, such as handwash, sanitisers, detergent and shampoo. IndustryEdge reported a 11.5% increased supply of moulded-fibre products in the Australian economy, between March 2019 and March 2020. Pulp and paper may also offer solutions to an increasing demand for medical PPE. In 2020, a COVID-19 task force working out of BioPRIA at Monash University, in close alliance with APPITA, developed a medical gown made from laminated paper.Industry will be closely consulted on the current and future skills requirements of job roles in the industry, so that new developments like bio-manufacturing and recovered paper processes are embedded in the national skills standards. This project will involve a full review of all job roles across the industry, so the unique skills requirements of each can be reflected in the national qualifications and skill standards, to support safe, effective, and consistent practices.Training has taken place on the job in recent years, by in-house subject matter experts, often utilising the national training package to design activities. This project will also look at identifying some solutions to improve the usability of the training package and accessibility of training. Industry and registered training providers will be consulted about different models of training.
Project Scope
This project involves identifying and defining skills standards to meet current and future work practices in the pulp and paper manufacturing industry in Australia.The project will undertake a full review of the PPM Pulp & Paper Manufacturing Industry Training Package. It will review seven qualifications and 80 units of competency, to consider whether they reflect existing industry requirements. Within this review, consideration will be given to whether the sector could be better supported by a reduced number of qualifications that allow greater specialisation through a larger bank of elective units.Qualifications with specialisations in new technical streams, such as bioenergy, recovered paper and deinking may be developed to reflect modern job roles in the industry and offer learners more flexible training pathways.

Australia's pulp and paper manufacturing sector provides many essential products to households, offices, hospitals, food outlets and public buildings. Over the past decade, developments in science, technology and consumer preferences have had an impact on the sector, influencing job roles and the type of products being manufactured.Sustainability is a key focus for the industry, with movement towards techniques to turn industrial waste into biomass, extracting maximum value from materials, reducing costs and largely eliminating waste. De-inking processes also provide the opportunity to use recovered paper for white-grade products such as newsprint, tissue and market pulp. Developments in this space are opening opportunities for new products and markets, creating new skills requirements.
Work is currently underway to undertake a full review of the qualifications, skill sets and units of competency that make up the PPM Pulp & Paper Manufacturing Industry Training Package, so that they reflect evolving industry roles, skill requirements and regulations.In recent years, training in pulp and paper manufacturing in Australia has been performed on the job by in-house subject matter experts, often utilising the national training package to design activities. Consultation throughout the project will focus on potential improvements to the usability and accessibility of the training package.A working group made up of industry representatives from the sector met in November 2020 to provide input on the development of a revised qualification structure, new skills sets and updated units of competency. An additional working group meeting is planned for February 2021 to revise the existing skills standards and develop a strategy for industry to re-engage with the VET sector. Industry engagement has identified a strong preference for strategies that create partnerships between enterprises, an RTO and workplace trainers and assessors that will allow PPM qualifications and units of competency to be delivered via the national VET system.
Development outcomes and next steps
Broad stakeholder consultation is scheduled to commence in March 2021, when draft units, qualifications and skill sets will be made available for feedback on this webpage. Job roles in the pulp and paper manufacturing sector have changed over the past decade, as industry draws on the latest science and technology to innovate new products and adapt to consumer preferences. With sustainability a high priority, industry is turning towards bioenergy and biomass opportunities, to extract maximum value from facilities, processes and materials, reduce costs and eliminate waste. Developments in biodegradable packaging are also presenting exciting opportunities, with increasing demand for moulded-fibre products.Those with experience in the pulp and paper manufacturing industry are invited to participate in this project, which will update qualifications, skill sets and units for this essential sector. This will support industry as it continues to provide vital products to households, offices, hospitals, food outlets and public buildings.
Thank you to everybody that provided feedback on the draft qualifications, skill sets and units of competency that were made available for review and feedback from 18 March - 7 May 2021.Seven qualifications, ten skill sets and 80 units of competency were revised and updated to reflect the evolution of industry job roles and skills needs since the last full review of the Training Package over ten years ago. Feedback was invited about whether these documents reflect the current skills requirements of job roles and activities in the pulp and paper industry.Feedback was collected through the online feedback hub, phone, email and online consultation sessions. The drafts, including any comments made on the feedback hub, are still available for viewing below.Feedback will inform the work on the final drafts which will become available for comment again, as part of the 'Validation' stage. A summary of the feedback and how it was addressed in the final drafts will also be available.
Overview of key changes
Engagement with industry stakeholders based in Victoria, South Australia and New South Wales has provided support for a simplified qualification structure, combining each of the Certificate II, III and IV level qualifications to consolidate the number of qualifications from seven to four. The proposed new structure of one qualification at each of four AQF levels reflects the common skills across papermaking and pulping, while still addressing the full breadth of skills required for different job roles in a pulp or paper manufacturing facility. Each merged qualification covers core competencies in work health and safety, quality assurance and problem solving at the appropriate level. They also include specialist elective units to support skills in unique operations, such as pulping and chemical recovery, along with a general elective list of pulp and paper manufacturing units and imported units. The revised structure, alongside targeted consultation with registered training organisations (RTOs), aims to improve viability of training delivery and increase enrolments.The units have been updated to consolidate common skills standards and reflect industry feedback that certain tasks associated with production processes are incorporated within the one role. Industry feedback to date has also supported the incorporation of emerging technologies associated with bio-processing, recovered paper and de-inking in current units and the creation of seven stand-alone new units of competency. Some units have been merged or replaced with cross-sector units to reduce the total number of units from 80 to 68.

Qualifications

This review proposes a structure which combines each of the Certificate II, III and IV level qualifications to consolidate the number of PPM qualifications from seven to four. In this structure, the Diploma level qualification will be retained but undergo a revision. The revised qualification structure captures core competencies of work health and safety, quality assurance and problem solving, as well as specialist skills for key operational areas in elective streams and a range of cross-sector units of competency.

These units will cover skills for working in the industry and knowledge of the structure, products and key future trends, including areas such as bio-processing, energy/water efficiency and emissions, recycling, recovered paper, corrugated board manufacturing and de-inking operations.

Three new units- De-inking operations

Advances in technologies associated with de-inking operations has provided the opportunity to use recovered paper and boards for products such as newsprint, tissue, market pulp and a range of recycled paper products. To incorporate de-inking processes in elective streams of the revised qualifications, three new units at level II, III and IV are proposed for development.

Three PPM units relating to problem solving and planning are recommended to be maintained as stand-alone core units. The Australian Qualifications Framework (AQF) levels of two problem solving units have been increased (from Level II to Level III and from Level III to Level IV) to better align the skill level with the work described in the unit. Changes have been made to clearly define tasks and underpinning knowledge and requirements for assessment.These units are proposed to be core units (as they are presently), reflecting the importance of problem-solving, identified during stakeholder consultation activities.

Summary of Consultation to Date
A working group made up of industry representatives from the sector met in November 2020 and February 2021. The group provided input on the development of a revised qualification structure, new skills sets and updated units of competency and developed a strategy for industry to re-engage with the VET sector. Industry engagement identified a strong preference for strategies that create partnerships between enterprises, an RTO and workplace trainers and assessors that will allow PPM qualifications and units of competency to be delivered via the national VET system. As Australia's pulp and paper manufacturing industry adapts to customer preferences, developing new products and adopting the latest technology, the skills required across the industry are changing. Sustainability is a key priority, with innovations in bioenergy, biomass, and biodegradable packaging presenting exciting opportunities. The need for a skilled pulp and paper workforce in Australia has been reinforced by the COVID-19 pandemic, which has seen record demand for products such as toilet paper, tissues, medical, sanitary and packaging products. Industry is being consulted throughout this project to update qualifications and skills standards for Australia's pulp and paper manufacturing industry, so that they reflect current technology, terminology and processes.Thank you to everyone who provided feedback on the final draft qualifications, skill sets and units of competency that were made available for validation and comment from 7 – 27 June 2021. The Certificate II, III and IV level qualifications are being merged so that there is only one qualification at each of the four Australia Qualification Framework (AQF) levels. This reflects the common skills across papermaking and pulping, at the same time addressing the full breadth of skills required for different job roles in a pulp or paper manufacturing facility. Eight skill sets are also being revised to include updated units of competency and three skill sets have been developed to address emerging technologies used in production processes including de-inking. Eighty units are being revised, with some content proposed to be merged to better reflect job tasks, resulting in 61 units. Seven units have been developed to describe updated skills for in production processes, products and future trends.Consultation with registered training organisations (RTOs) has been undertaken to consider options for delivering the revised Certificates II, III and IV in Pulp and Paper Operations once they have been finalised. Industry feedback has established that models of training delivery which are based on RTO/industry partnerships with training delivery taking place in the workplace would best suit this sector.
Summary of feedback and key changes
The final drafts incorporated feedback that was received on the initial drafts that were made available between 18 March and 17 May 2021, under the ‘Drafts Available’ stage. Feedback received during the ‘Drafts Available’ period was positive overall, with minor changes or updates suggested by stakeholders.
  • PPM4XX21 Certificate IV in Pulp and Paper Operations: Adjustment to packaging rules of certificate IV qualification so that ‘at least two electives’ from specialist areas are selected, instead of one.  Operators would be required to work across a number of specialist areas in this role.  For example, the papermaking area would cover specialist areas such as wet end, dry end, finishing and converting. The pulping area would include pulping operations and stock preparation.
  • PPM Level II Functional Operations Units: Reference to 'under supervision' removed from all level II functional operation 'monitor and control' units. Feedback indicated that operators who monitor and control equipment are required to work independently (not directly under supervision).  They are responsible for problem solving and making decisions for basic and routine issues e.g. grade changes.
  • PPMSTM Steam Boiler and PPM Power Generation Units: Reference to 'pulp and paper manufacturing facility' removed in the application and assessment conditions fields of the PPMSTM steam boiler and PPMEPG units to allow cross industry use
  • PPMEGP3XX Perform power generation operations: Application and Assessments Conditions fields expanded to clarify power generation systems that do not require high risk work licences. Power generation systems described as those 'that are steam generated and produce power output of less than 500kW or use gas fired turbines that produce power greater than 500kW.' Included Performance Criteria 2.1 'Notify power authorities of planned shutdown according to regulatory requirements' and 2.2 'Shutdown and isolate equipment according to operating procedures and regulatory requirements' to clarify required tasks for communication and safety.
  • PPMSTM3XX Perform steam boiler operations: Application and Assessments Conditions fields expanded to clarify that this unit applies to an unattended steam boiler and the unit should not be used where the boiler equipment falls under the category for which a high risk work licence is required. Users are advised to check with the relevant regulatory authority for appropriate unit and licensing requirements
  • PPMIDIK3XX Perform de-inking operations: Feedback indicated that Performance Criteria (PC) 4.2 Manage plant or system shutdown not consistent with other action verbs at this level. As a result, PC 4.2 amended to 'Shut down plant or system according to productivity, work health and safety and environmental requirements and operating procedures'. Feedback also applied and adopted for other functional operation units as applicable.
  • PPMIND2XX Work effectively in the pulp and paper industry and PPMIND2XX Apply principles of pulp and papermaking to work practices: Feedback indicated that content may reflect skills and knowledge that are too 'high level' for the operational roles for which they targeted. As a result, task descriptions and knowledge components were reviewed and simplified to ensure appropriate outcomes of basic factual, technical and procedural knowledge.
  • PPMWHS3XX Contribute to work health and safety processes: Element 4 ‘Contribute to hazard identification, work health and safety assessment and risk control activities' removed as covered adequately in Element 1 1.3 - 1.6

  • PPMIND5XX Evaluate emerging technologies and processes: Feedback indicated a concern about practicality of undertaking assessment as would need to predict research and development projects in any given training period. To remove any barriers to assessment, performance evidence amended to read, 'researched and documented purpose, features and applications of emerging pulp and paper manufacturing technologies or processes, relevant to organisational context'.

Qualifications

The Certificate II, III and IV level qualifications are being merged so that there is only one qualification at each of the four Australia Qualification Framework (AQF) levels, to consolidate the number of qualifications from seven to four. The Diploma level qualification is being retained with major revision of core units. The new qualification structure recognises core competencies of work health and safety, quality assurance and problem solving that will be supported by specialist units that describe skills for key operational areas in elective streams and a range of cross-sector units of competency.
